People or businesses called packers or swine contractors — and their officers, directors, agents, or employees — must obey orders the Secretary issues under section 193, including any changes. If the courts have finished reviewing the order or the time to challenge it has passed, failing to follow the order can bring a fine of $500–$10,000, imprisonment for six months to five years, or both. Each day of noncompliance is a separate offense.
