Lets the Secretary offer voluntary help so farmers and their lenders can work out debt problems. The Secretary can team up with State, territorial, and local agencies and committees. The Secretary can also give credit counseling. If a borrower asks, the Secretary must give a loan summary for any loan made or insured (but not guaranteed) under this chapter. The summary covers a "summary period" — either from December 23, 1985 until the first post‑December 23, 1985 statement, or from the last statement date to the current one. The statement must show eight things, including the starting principal, the interest rate, payments made and how they were applied, ending balances and total unpaid principal and interest, any late payments, a schedule of payments due, and how to get more information.
