The Secretary can give grants to eligible entities to help agricultural employers and farmworkers improve the supply, stability, safety, and training of the farm labor force. An "eligible entity" is an organization described in section 2008q(a). Grants help U.S. citizens or people legally in the United States get, keep, upgrade, or return to farm jobs. They can pay for skills training, labor market information, transportation and short-term travel housing, workplace literacy and English lessons, health and safety training (including protecting the food supply), and other services the Secretary allows. No more than 15 percent of the money for a fiscal year may pay administrative costs. Funding is authorized as needed for fiscal years 2008 through 2013, and $10,000,000 for each fiscal year 2014 through 2018.
