Summary

The Secretary can give grants to eligible entities to help agricultural employers and farmworkers improve the supply, stability, safety, and training of the farm labor force. An "eligible entity" is an organization described in section 2008q(a). Grants help U.S. citizens or people legally in the United States get, keep, upgrade, or return to farm jobs. They can pay for skills training, labor market information, transportation and short-term travel housing, workplace literacy and English lessons, health and safety training (including protecting the food supply), and other services the Secretary allows. No more than 15 percent of the money for a fiscal year may pay administrative costs. Funding is authorized as needed for fiscal years 2008 through 2013, and $10,000,000 for each fiscal year 2014 through 2018.

(a)In this section, the term “eligible entity” means an entity described in section 2008q(a) 11 See References in Text note below. of this title.

(b)(1)To assist agricultural employers and farmworkers by improving the supply, stability, safety, and training of the agricultural labor force, the Secretary may provide grants to eligible entities for use in providing services to assist farmworkers who are citizens or otherwise legally present in the United States in securing, retaining, upgrading, or returning from agricultural jobs.

(2)The services referred to in paragraph (1) include—

(A)agricultural labor skills development;

(B)the provision of agricultural labor market information;

(C)transportation;

(D)short-term housing while in transit to an agricultural worksite;

(E)workplace literacy and assistance with English as a second language;

(F)health and safety instruction, including ways of safeguarding the food supply of the United States; and

(G)such other services as the Secretary determines to be appropriate.

(c)Not more than 15 percent of the funds made available to carry out this section for a fiscal year may be used to pay for administrative expenses.

(d)There are authorized to be appropriated to carry out this section—

(1)such sums as are necessary for each of fiscal years 2008 through 2013; and

(2)$10,000,000 for each of fiscal years 2014 through 2018.
