The Secretary must give priority to project applications for rural development programs when the project follows the program rules, will happen in a rural area, and helps carry out a strategic community investment plan that works across several sectors and jurisdictions and considers improving broadband if needed. Up to 15 percent of a fiscal year’s funds for these programs can be set aside for projects that follow those plans. Those set-aside funds can only be held for one year from when they were first made available. Applicants with approvals before this law took effect can amend their applications to try to get those reserved funds, and certain earlier-approved program applicants were allowed the same chance until September 30, 2019. The Secretary will help communities make strategic plans. Plans must cover a range of activities, involve many partners, use regional resources, seek investment from public and private partners (including tribes and cooperatives), set clear goals and measures, and list action steps. Congress authorized $5,000,000 for each year 2019 through 2023 to help with these plans.
