Requires the Secretary of Agriculture to make a yearly report that summarizes every outstanding farm loan the Department made or guaranteed. The report must give aggregated data for the United States and for each State and county. It must cover borrower age, years in farming, farm size, race/ethnicity/gender, what they produce, loan amount and loan type, and loan default rates. It must also show how many loans are outstanding by loan-size groups and compare actual lending to target participation rates for beginning and socially disadvantaged farmers (as described in sections 346(b)(2) and 355). The report must be sent to the House Agriculture Committee, House Appropriations Committee, Senate Committee on Agriculture, Nutrition, and Forestry, and Senate Appropriations Committee by December 30, 2019, and every year after that, and released to the public within 90 days of that date. Not later than 4 years after December 20, 2018 (and every 5 years after that), the Secretary must prepare a full review of those annual reports, point out trends and whether target participation rates are being met for each loan type, and list actions the Department will take and any recommendations for Congress. Those reviews must go to the same four committees and be made public within 90 days of submission. All data must be grouped or stripped of identifiers so individual producers cannot be identified.
