The program must set national goals to help States, local communities, and federally recognized Indian tribes work together so federal aid has the greatest effect. It must use resources wisely and help with many rural needs, such as business development, health care, education, infrastructure, cultural resources, the environment, and housing. It must also build local ability to design solutions and try flexible, creative ways to solve rural problems.
