Last updated Apr 6, 2026|Official source

Summary

Gives the Authority $40,000,000 for each fiscal year 2025 through 2029. That money can be used until it is all spent. No more than 5% of each year’s money may be used for the Authority’s administrative costs. For any year, each State (and all people and groups in that State) must get at least one-third of the amount you get by taking all grants for that year and multiplying by the State’s share of the region’s population. Population numbers are based on the most recent decennial census as set by the Secretary of Commerce.
