The Secretary must require each State Rural Economic and Community Development office director to create a strategic plan for how federal rural development help will be delivered in that State, and must also require a plan for each federally recognized Indian tribe. Money from this law can only be used for community development that follows the plan and only in rural areas. When using these funds in a State, the Secretary must give priority to the smallest and poorest communities. The Secretary will review each plan within 60 days of getting it and at least once every 5 years after that. Each plan must coordinate economic, human, and community development; make the State or tribe and the local community full partners in planning and action; set goals, methods, and measures of success and show links to local or regional ecosystems; for State plans, include input from State, local, private, public, tribal, and community groups; list federal and nonfederal funding available; and include any other information the Secretary asks for.
