The Secretary can approve up to 10 pilot projects to support partnerships between government agencies and outside groups to fight hunger and poverty. Eligible groups include nonprofits, community groups, colleges, or private groups the Secretary OKs. Public agencies mean federal, state, or local government units. Projects must last no more than 2 years and must pair public agencies with eligible groups to make SNAP work better, create local food-security solutions, and help communities better address hunger and poverty. There must be an independent review that summarizes what each pilot did, measures how well it worked, and lists best practices for using these partnerships. Congress authorized $5,000,000 for the program, which stays available until spent, and only money specifically set aside for this purpose may be used.
