Amendments to orders must follow the same rules that apply to the orders themselves, except where subsection (b) says otherwise. An amendment is not effective unless the Secretary finds either (1) that, for amendments described in subsection (b) or (c) of section 2107, cotton producers and importers have approved it as that section requires, or (2) that, for any other amendment, a majority of cotton producers and importers subject to the order who vote in the referendum approve it. If an amendment is disapproved, that disapproval does not cancel the order.
