The Secretary must certify whether a cotton producer organization can represent a State’s cotton growers to request an order under section 2103 and to take part in nominations under section 2106(b). Certification will rely on other information and on a factual report the organization submits with details the Secretary asks for. The report must cover seven main things: where members live in the State; who the active members are and how many are farmers (plus county maps, cotton volumes, and counts of producers and members by county); how members help set policies; proof the group is stable and lasting; where its money comes from; what the group does; and the group’s ability and willingness to support the goals of this chapter.
