Defines key words used in the chapter. Secretary means the Secretary of Agriculture. Person means an individual, partnership, corporation, association, or other entity. Cotton means upland cotton grown in the United States and, except as used in section 2106(e), its seed and products; it also covers imports of upland cotton and products made from it (but not industrial products as the Secretary defines them). Imported cotton entries below a de minimis weight or value set by the Secretary are not counted; that de minimis is set to keep administration simple while still including as many imports as possible. Handler means anyone who handles cotton or cottonseed and, for sections 2102, 2105(c), and 2112, also anyone who imports cotton (including de minimis amounts) as the order or rules say. United States means the 50 States. Cotton-producing State means a State that averaged twenty thousand bales or more per year during 1960–1964, or a group of States the Secretary combines so the group averages twenty thousand bales; it also includes Kansas, Virginia, and Florida starting with the 2008 cotton crop. Marketing includes selling cotton or pledging it to the Commodity Credit Corporation as loan collateral. Importer means a person who enters cotton for consumption into U.S. customs territory or withdraws it from warehouse, and import means that entry.
