The Secretary must give licenses to dealers and exhibitors when they apply, pay the fee set under 2153, and show their facilities meet the standards created under 2143. A business the Secretary finds de minimis (very small) does not need a license. The Secretary may also license people who do not normally qualify as dealers or exhibitors if they meet the same requirements and sign a written promise to follow this chapter and the Secretary’s rules.
