Dealers and exhibitors must make and keep records about buying, selling, moving, identifying, and past owners of animals for whatever reasonable time the Secretary requires. Research facilities must keep those same records only for live dogs and cats. If federal agencies use specific forms for handlers and carriers, those forms must include any extra information the Secretary asks for, and handlers and carriers must keep those records for the Secretary’s required time. If no forms are set, handlers and carriers must still make and keep the records the Secretary requires. The Secretary may inspect and copy the records at reasonable times.
