The Commission must set up and run research and information programs as part of its regular work. The programs must study whether computer trading and other modern information and communication technologies can be used by exchanges, boards of trade, and the Commission to improve, strengthen, or regulate futures trading. The programs must also create educational materials for producers, market users, and the public, and support the chapter’s overall goals. Each year the Commission must include its plans and findings about these programs in its report to Congress.
