When the Secretary of Agriculture thinks giving all or part of a regulatory job he has or will have after April 4, 1940 will make the Department work faster, he can pick officers or employees, give them titles, and assign the job. At most two people can hold such delegated jobs at once, and the Secretary can cancel any delegation at any time.
