The Secretary of Agriculture can buy stationery, supplies, furniture, and other small items using the contingency expense fund. Those items can be sent to Department bureaus, divisions, and offices in Washington, D.C., and the receiving units must pay back the fund from their lump-sum budgets through transfer settlements handled by the Treasury Department.
