Creates a working capital fund of $400,000 that does not expire at the end of a fiscal year. The fund pays wages and other costs to run central services such as copying/photography/data processing, a motor-transport shop to keep vehicles and equipment running, and a supply center that buys, stores, issues, packs, and ships stationery, supplies, equipment, blank forms, and other materials. Stock kept at year end may not be worth more than $200,000 (except blank forms). The Secretary, with approval of the Director of the Office of Management and Budget, can add other services to be done centrally. Agencies that use these services must advance or repay the fund. Charges must cover labor, materials, equipment (including maintenance, repairs, and depreciation), and other costs. Advances may only be used during the period allowed by the law that provided the money. Agencies must use these central services when doing so makes separate in-house services unnecessary.
