When the Department of Agriculture works with state or local governments, farmers’ groups, colleges, business groups, or other local organizations in a state, territory, district, or U.S. possession, any money those outside groups give must go only through the Secretary of Agriculture or through the state, county, or city agencies, or local farm bureaus or similar groups that are cooperating with the Secretary. That rule does not apply to authorized Forest Service activities.
