The rule prevents people who are not Department of Agriculture (USDA) officers or employees from serving on more than one advisory committee at the same time, unless the Secretary of Agriculture says it’s okay. It also limits membership so that only one person from any private company or non‑Federal organization (including its subsidiaries and affiliates) can be on the same advisory committee at once, unless the Secretary allows more. Finally, non‑USDA people may not serve more than six years in a row on an advisory committee, unless the Secretary of Agriculture permits an exception.
