States, territories, local governments, and D.C. cannot make or enforce their own bonding or prompt-payment rules for packers who are already following the federal bonding and prompt-payment rules. A state can still enforce a payment rule for livestock bought at a stockyard if it does not conflict with the federal law. A state can also enforce its laws against any packer that is not covered by the federal rules.
