The Secretary can investigate whenever needed to carry out the law or to check if egg producers, processors, sellers, or others are breaking rules or orders under it. The Secretary can make people swear to tell the truth, require witnesses to appear, collect testimony, and demand relevant books, papers, and records from anywhere in the United States. If someone refuses, the Secretary can ask a federal court in the district where the person lives, works, or where the investigation is happening to order them to appear or hand over records. The court can require compliance and punish failure to obey.
