The Secretary must approve which state groups can speak for cattle producers and help pick nominees. A State cattle association or a State general farm organization can be approved only if a majority of its paid members are cattle producers or it represents a majority of the State’s cattle producers, it represents a substantial number of producers and cattle in the State, it has a stable, lasting history, and its main goal is to improve cattle producers’ economic welfare. Approval is based on a factual report the group submits. If more than one group in a State is approved, they may meet together to decide nominations.
