The Secretary of Agriculture must send the President and Congress a yearly report by January 1 about the Nation’s agricultural research, extension, and teaching work. The report must review how the Department’s activities match up with work by other federal agencies, states, colleges, and the private sector. It must include three current inventories (organized by the law that authorizes each activity and by its budget, by scientific field, and by commodity or product), any recommendations from the Advisory Board, and, starting in the second year, a five-year projection of national priorities that considers both U.S. and international needs.
