The Secretary of Agriculture must help share trustworthy research, legal tools, and information about agricultural and food law through the National Agricultural Library. To do this, the Department will make cooperative agreements with colleges and universities (federal law’s definition of institutions of higher education) that on February 7, 2014 were already running those programs. Congress may appropriate $5,000,000 for fiscal year 2014 and $5,000,000 for each fiscal year after that to carry out this work.
