§3151b Veterinary services grant program

Title 7 › Chapter CHAPTER 64— - AGRICULTURAL RESEARCH, EXTENSION, AND TEACHING › Subchapter SUBCHAPTER III— - AGRICULTURAL RESEARCH AND EDUCATION GRANTS AND FELLOWSHIPS › § 3151b

Last updated Apr 6, 2026|Official source

Summary

The Secretary must run a competitive grant program that gives money to groups to build, run, and keep veterinary services in rural areas that lack enough vets. A "qualified entity" can be a for‑profit or nonprofit clinic in a rural shortage area, a veterinary group or specialty board, an accredited college of veterinary medicine, a university or veterinary foundation, a veterinary science department, a State agricultural experiment station, or a State, local, or tribal agency. A "veterinarian shortage situation" is whatever the Secretary decides under section 3151a. Grants can pay for things that ease shortages, help private vets do public‑health work, or support vets working under agreements with the Secretary. Money can be used for recruitment and retention, student and trainee costs for food safety or food‑animal training, expanding education, residency, internship, and fellowship programs, continuing education (including telemedicine), help applying for shortage designation, and career outreach to 11th‑ and 12th‑grade students. Clinic operators getting funds to start or grow practices may use money for equipment, reasonable overhead, or mobile clinics (partly for education). Those clinic grants must include a service‑time agreement based on the grant size and purpose, and the Secretary can require repayment with interest for breaches but may waive repayment for extreme hardship. Grants cannot be used to build or alter buildings except as allowed for clinic starts. The Secretary must create rules within 1 year after February 7, 2014. Congress authorized $10,000,000 for fiscal year 2014 and each year after, and the Secretary should prioritize projects focused on food animal medicine.
