Creates a national nutrition education program that shares results of food and human nutrition research funded or done by the Department of Agriculture. It also runs an expanded program to teach low-income people how to buy and prepare healthy food. That expanded program must hire and train professional and helper staff to teach low-income families. To the greatest extent possible, those aides should be hired from the local target community. 1862 Institution and 1890 Institution are the types of institutions defined in section 7601 of this title. Starting with the fiscal year ending September 30, 1982, funds up to the amount appropriated for fiscal year 1981 are split among States the same way they were in 1981, except the Secretary may keep up to 2% for States that did not take part in 1981. Any money above the 1981 level is handled this way: 4% for central administration; $100,000 to each 1862 and 1890 Institution; the rest to States based on the population at or below 125 percent of the federal poverty guidelines (as set by OMB and adjusted under section 9902(2) of title 42). For excess funds above fiscal year 2007, a fixed share must go to 1890 Institutions: 10% for 2009, 11% for 2010, 12% for 2011, 13% for 2012, 14% for 2013, and 15% for 2014 and later years; those amounts are split among 1890 Institutions by their States’ share of the population under 125% of poverty. The Secretary may make materials for people above that income level. The Secretary must make sure 1862 and 1890 Institutions work together in each State. Projects may be coordinated with the nutrition education and obesity prevention grant program under section 2036a or other public or private health efforts. Congress authorized $90,000,000 per year for fiscal years 2009 through 2023 to run this program.
