The Secretary of Agriculture must work with and help the States run animal health and disease research programs at eligible institutions under sections 3195(a) and 3196. The Secretary must hire the National Academy of Sciences, through the Board on Agriculture of the National Research Council, to study how farmers — including small and limited‑resource farmers — get animal care and veterinary services, including animal drugs. The study must look for ways to improve how producers get information about animal care, diagnosis, and treatments (including costs and when they work), strengthen food safety, and improve farm animal welfare with a focus on preventing disease. It must also give recommendations for changes to research and extension priorities, food safety programs, and the rules for approving, using, and monitoring animal drugs.
