Federal matching money for animal health and disease research to any State cannot be more than the amount that eligible institutions in that State put up from non‑Federal sources, and generally cannot exceed $100,000 per fiscal year (this does not include research funds under section 3196). The Secretary can approve payments above $100,000 if the eligible institution’s responsible official certifies the matching funds are available. If a certified institution fails to provide its match, the shortfall is given to other eligible institutions in the State, or to other States if none qualify.
