Summary

Provides competitive grants to land-grant colleges and universities to help Tribal students. The Secretary can award grants to schools that apply. Grant money must be used for things like recruiting, tuition and fees, hands-on learning, and student services (for example tutoring, counseling, and academic advising). Schools that get a grant must match it dollar for dollar (at least 100% of the award). No state may get more than $500,000 a year through grants to schools in that state. Defines three terms in one line each: Indian tribe — as defined in federal law; land-grant college or university — includes 1994 Institutions; Tribal student — a student who is a member of an Indian tribe and attends a land-grant school. The Secretary must report to Congress within 3 years after December 20, 2018 with a list of grants, the types of help given, the number of Tribal students served, and their graduation rates. Up to $5,000,000 is authorized each year for fiscal years 2019 through 2023.
