Money from this law for supporting colleges must be paid each year by the Secretary of the Treasury after the Secretary of Agriculture authorizes it, on or before October 31. The funds go to the State or Territorial treasurer or another official the state names, who must, when college trustees order it, immediately give the money to the colleges or to institutions for Black students. College treasurers must send a detailed report to the Secretary of Agriculture by December 1 showing how much they received and how it was spent. These payments only happen if the state or territory’s legislature agrees to accept them.
