By October 1 each year, the Secretary of Agriculture must tell the Treasury each State and Territory's share of the annual college appropriation. If a certificate is withheld, the Secretary tells the President and keeps the money separate until the end of the next Congress so the State or Territory can appeal; if Congress does not order payment, the funds go into the Treasury.
