The Secretary can set up an agricultural research and development program with the George E. Brown United States/Mexico Foundation for Science. The work must target problems that affect farmers and consumers in both countries, especially food safety, plant and animal pests, and the natural resources farming depends on. Grants must be awarded competitively through the Foundation. Any U.S. money must be matched by the Government of Mexico at least dollar-for-dollar. The funds cannot be used to plan, repair, buy, or build any building or facility.
