The Secretary can give competitive grants to colleges and universities to help U.S. agriculture compete better in world markets. Grants must support agricultural research, extension, and teaching that: make college programs more international; let U.S. researchers and educators working abroad share their findings at home; build schools’ ability to do joint research with other countries (often with other federal agencies); help bring useful foreign farm technologies to U.S. producers; and help colleges lead training for food and natural resource businesses to find markets, understand trade rules, and improve production. Money is authorized as needed for each fiscal year 1999 through 2013, and $5,000,000 is authorized for each fiscal year 2014 through 2023.
