Create a program called the International Agricultural Education Fellowship Program to give fellowships to U.S. citizens who will help eligible countries build school-based agricultural education and youth extension programs. Eligible country: a developing country chosen by the Secretary using a gross national income per capita test. The program aims to train U.S. agriculturists with overseas experience, help eligible countries meet their food and fiber needs, and strengthen trade ties with U.S. agriculture. Fellows must be U.S. citizens with at least a bachelor’s degree in an agriculture-related field and knowledge of U.S. school-based agricultural education and youth extension programs. The Secretary will work with groups like the National FFA Organization and the National 4‑H Council to find candidates, manage the program, or hire an experienced outside group to do so. Congress authorized $5,000,000 for each fiscal year 2019 through 2023, and those funds stay available until spent.
