The Secretary can give grants to land-grant colleges, State agricultural experiment stations, other colleges or universities, and Federal laboratories that can show they do rangeland research. The Secretary can also give grants to the Joe Skeen Institute for Rangeland Restoration to help grow state–federal programs on range management, animal husbandry, and agricultural research, education, and extension for western U.S. rangelands and related natural resources. Most grants must be matched 50 percent Federal and 50 percent non-Federal (non-Federal money can include funds from agricultural commodity promotion, research, and information programs). That 50/50 rule does not apply to grants to Federal laboratories or to the Joe Skeen Institute.
