Lets the Secretary of Agriculture use current research programs to protect the U.S. food supply by funding and doing research. The work can help the Secretary respond faster to bioterror threats to crops and animals, build long-term partnerships with colleges and other groups for planning, training, outreach, and research, and improve detection, prevention, and incident response. It also covers working with the intelligence community, joining international plant and animal disease efforts, creating rapid field test kits for State and local agencies, and building an early warning system by linking veterinary labs, agricultural research centers, and public health agencies. Congress authorized $190,000,000 for fiscal year 2002 and whatever amounts are needed in later years.
