The Secretary must end or pause any order, or part of an order, if it blocks or does not help carry out the law’s goals. The Secretary can hold a vote (a referendum) at any time and must hold one if at least 10 percent of the end product manufacturers covered by the order ask for it. If a majority of those voting favor ending or pausing the order — or if the favoring voters produced more than 50 percent of the processed wheat among voters during a representative period the Secretary sets — the Secretary must suspend or end the order within six months of that decision. Ending or pausing an order is not treated as an “order” under the law.
