The Secretary can investigate to run this law well or to find out if someone has broken it or is about to. The Secretary can require people to swear oaths, issue subpoenas to make witnesses come or give evidence, and demand books, papers, or documents from anywhere in the United States. If someone refuses a subpoena, the Secretary can ask a U.S. court where the person lives, works, or where the probe is to order them to appear, testify, or hand over records. The court can punish disobedience as contempt, and legal papers can be served where the person lives or is found.
