The Secretary can fine a person who does not file the report required by section 3501 or who knowingly files a report that leaves out required information or that has false or misleading information. The Secretary decides how large the fine should be to meet the goals of the law, but the fine cannot be more than 25 percent of the fair market value of the interest in the agricultural land tied to the violation, measured on the date the penalty is assessed.
