The Secretary may make agreements with State agriculture departments and other State agencies that enforce laws about feeding garbage to pigs. This is to avoid duplicate work and to get better coordination and savings. If the Secretary finds a State agency has enough facilities, staff, and procedures, that agency may help run and enforce the federal program and rules. Nothing here changes the Secretary’s powers under other federal laws or existing rights or limits to cooperate with States or others.
