The Secretary of Agriculture must establish an experiment station at or near Cheyenne, Wyoming to grow trees, shrubs, vines, and vegetables suited to semi‑arid or dry‑land regions. Seedlings, cuttings, and seeds from those plants must be distributed free for experimental and demonstration use under rules the Secretary sets.
