The Secretary of Agriculture must grow trees, shrubs, and vines suited to the southern Great Plains at an existing Department field station and give seedlings, cuttings, and seeds away free for experimental and demonstration use under rules he sets. The area covers parts of Colorado, Nebraska, Kansas, Texas, Oklahoma, and New Mexico west of the ninety-eighth meridian and east of the five thousand-foot contour line.
