Defines the words used for programs about cut flowers, potted flowering plants, and foliage plants. "Secretary" is the Secretary of Agriculture at the U.S. Department of Agriculture. "Person" is any individual or organization. "Cut flowers" covers flowers and decorative foliage sold fresh, dried, or preserved. "Potted flowering plants" are flowering plants grown mainly in pots for indoor use. "Foliage plants" are mainly nonflowering plants grown in pots for indoor use. "Propagational material" is plant material used to start new plants (for example, cuttings, bulbs, seedlings, tissue cultures, rhizomes, rootstocks); it does not include seeds. "Flowers and plants" means all of the above. "United States" means the fifty States, the territories and possessions, and the District of Columbia. "Promotion" includes actions (including paid ads) to improve image or appeal. "Research" is work to improve image, desirability, or marketability. "Consumer education" is information about care and handling. "Marketing" is selling or otherwise moving products in commerce. "Producer," unless otherwise noted, is anyone who grows these plants in the U.S. to sell. "Floraboard" is the board set up under section 4306. "Importer" is anyone who brings these plants into the U.S. or acts as agent, broker, or consignee for foreign producers. "Commodity group" is the industry slice for either cut flowers, potted flowering plants, or foliage plants. "Cost of plant material" is the actual price a producer pays for propagational material or other flowers and plants used in production and does not include the cost of seeds.
