The Secretary must stop or pause any order under this chapter if it gets in the way of the chapter’s goals. The Secretary can hold a vote on this at any time, and must hold one if at least 10 percent of the number of producers and importers who voted in the order-approval vote ask for it. If a majority of the producers and importers voting — who were active in producing or importing flowers and plants during a representative period set by the Secretary — favor ending or pausing the order, the Secretary must suspend or end the order six months after that decision. Ending or pausing an order is not treated as creating a new order under this chapter.
