Authorizes a national program to promote and expand markets and uses for fluid milk and other dairy products. The program is paid for by fees on all milk produced in the United States for commercial use and on imported dairy products. It rests on the idea that dairy is a basic food and important to the nation’s economy. The program must not control how much milk a producer makes or stop people from importing dairy.
