When a milk producers' cooperative legitimately markets milk or milk products, the Secretary must count the cooperative's approval or disapproval as the vote of the producers who are members or under contract with that cooperative. If a cooperative chooses to vote for its members, it must send each producer, at least 30 days before the referendum, a simple description of the question, a statement of how the cooperative will vote, an official ballot, and instructions on how to cast an individual ballot within the time period the Secretary sets. The Secretary will count the ballots and adjust the cooperative's vote to reflect any individual votes.
