The Secretary of Agriculture must send reports to the House Committee on Agriculture and the Senate Committee on Agriculture, Nutrition, and Forestry. By July 1, 1984, one report must say what would happen if the nation used milk standards like California's, including effects on consumption, nutrition for young and older people, stopping fraud, producer pricing, Commodity Credit Corporation purchases, product quality across seasons and regions, and consumer prices. By December 31, 1984, a report must recommend changes to the parity formula for milk to match modern production and costs and study whether to cap total yearly payments to a milk producer under section 1446(d) of this title; by April 15, 1985, a report must evaluate the paid diversion program under section 1446(d). By July 1, 1985, and each July 1 after, an annual report must describe activities under the dairy promotion and research order (subtitle B of title I, 7 U.S.C. 4501 et seq.), show all funds received and spent by the National Dairy Promotion and Research Board, and include an independent review of how well the program works.
