The Secretary of Agriculture can make rules to run this part of the law, work with other governments or people, and get help from federal agencies. The Secretary can hire, fire, and set staff pay as allowed by law, and spend money for office rent outside Washington, D.C., communications, books, equipment, and travel. Congress may fund these needs after the fiscal year 1927.
