Gives plain meanings for words used in the honey program so people know who and what the rules cover. Committee — the National Honey Nominations Committee set up by the program. Consumer education — giving information about how to use and care for honey and honey products. Department — the Department of Agriculture. Exporter — anyone who ships honey or honey products out of the United States. Handle — to process, package, sell, transport, buy, or otherwise put honey into commerce; it includes selling unprocessed honey for immediate use but does not include a producer taking unprocessed honey to a handler, a commercial carrier moving honey for a handler or producer, or a consumer buying honey for personal use. Handler — anyone who handles honey. Honey — the nectar and sugary plant secretions gathered, changed, and stored in the comb by honey bees. Honey Board — the board established by the program. Honey production — all beekeeping work: managing colonies, harvesting honey, extracting it from combs, and preparing it for sale or further processing. Honey products — products made wholly or partly from honey. Importer — anyone who brings honey or honey products into the United States or who acts as agent, broker, or consignee for a foreign producer and is listed in the import records as the importer of record. Industry information — information or programs to find new markets, new marketing methods, improve efficiency, or boost honey’s image. Marketing — selling or otherwise offering honey in commerce. National honey marketing cooperative — a cooperative that markets in at least 2 of these 4 regions as set by the Secretary: the Atlantic Coast (including the District of Columbia and Puerto Rico), the Mideast, the Midwest, and the Pacific (including Alaska and Hawaii). Person — an individual or any business or group. Producer — anyone who makes honey in the United States to sell. Producer-packer — someone who is both a producer and a handler. Promotion — actions, including paid ads, to make honey look good and increase sales. Qualified national organization representing handler interests / representing importer interests — organizations the Secretary certifies as eligible to recommend candidates for certain Committee and Honey Board seats for handlers or importers. Research — any research to improve honey’s image, use, markets, production, or quality. Secretary — the Secretary of Agriculture. State — any State, the District of Columbia, or Puerto Rico. State association — the group of beekeepers in a State generally recognized as representing those beekeepers.
